The Rural Free Delivery (US Mail) Cart pictured on your left usually had 2 steps, one mounted on each side behind the axle. 

Carts have 1 axle and 2 wheels.  Whereas buggies have 2 axles and 4 wheels.  Cart steps are very different than buggy steps.

This 1st section of steps were used on 2 wheeled Carts.
